The office was created after a DOJ IG report found the bureau's communication skills were a mess during a highly publicized 2016 investigation.

The Department of Health and Human Service's Office of Inspector General said that a penetration test on four operating divisions identified "configuration management and access control vulnerabilities."

The agency's Inspector General said things haven't really gotten better since OPM's infamous breach.
