Biden asks for more than $20B for cyber

President Joe Biden's fiscal 2023 budget request seeks $10.9 billion for cybersecurity at federal civilian agencies and $11.2 billion for unclassified cyber operations at the Defense Department. “Cybersecurity remains a top priority for this Administration, as our adversaries continue to seek new and creative means to compromise Federal systems,” a budget document explains. DHS would get $2.6 billion of the civilian request, while other funds go to State to help Ukraine counter Russia, DOJ to hire agents and Treasury to protect sensitive systems. $10B sought for election assistance

Also in the president’s budget request is a proposal for $10 billion in spending over a decade to help state and local election officials upgrade IT assets, improve their cyber and physical security and hire personnel. The proposal would also establish something election and cybersecurity officials have long pleaded with Congress for, but haven’t received: a dedicated funding stream for improvements to election administration. The White House’s budget proposal notes that previous rounds of funding have come on an ad-hoc basis. Benjamin Freed has the details at StateScoop.

Ukrainian internet provider suffers outage

Ukraine's Ukrtelecom suffered an outage Monday, with both the Ukrainian government and the company blaming a cyberattack. The intrusion was repelled but the company took some services offline to prevent disruptions to use by the military and critical industry. Ukrainian networks have been targeted by Russian government hackers for years. The activity intensified ahead of the Feb. 24 Russian invasion, including wiper malware designed to destroy data; website defacements; DDoS incidents; and an attack on modems provided by U.S. company Viasat. Former Treasury secretary makes another cyber investment

Mobile security company Zimperium will be acquired for about $525 million by Liberty Strategic Capital, a private equity firm founded by former Treasury Secretary Steven Mnuchin. Mnuchin will become chairman of Zimperium’s board of directors, the company announced Tuesday. Liberty Strategic Capital has made a string of investments in cyber-oriented companies, including Cybereason last year. Joe Warminsky has more.

Double-check that job offer

A scam email campaign has targeted as many as 4,000 people a day with fake job offers, according to new research from Proofpoint. The goal is to collect personal information through bogus job applications, the company says, and the emails are primarily targeted at college students and recent graduates. “This is a perfect target base for the threat actor to perpetrate this fraud, because those are typically people who are most in need of early employment in their career journey,” said Proofpoint’s Sherrod DeGrippo.
