The latest on 'hybrid war' in Ukraine

As the world watches for a potential Russian invasion of Ukraine, the government in Kyiv maintains that Russia’s main goal, for now, is to destabilize and confuse its neighbor. It’s unclear what Russia-linked hacking groups might be planning — or already doing — in terms of cyberattacks, but Ukraine is monitoring its networks more closely than ever. <a href="https://www.wsj.com/articles/russians-have-already-started-hybrid-war-with-bomb-threats-cyberattacks-ukraine-says-11644748413">A “hybrid war” has started already</a>, Ukrainian officials say, including low-tech intrusions such as bomb threats, according to The Wall Street Journal. Meanwhile, the intelligence game has new dimensions, including <a href="https://www.washingtonpost.com/world/2022/02/11/russia-ukraine-military-videos-tiktok/">TikTok videos from the front lines</a> that tell a different story than whatever Moscow is claiming about its buildup of ground forces, reports The Washington Post. No ‘hacking’ charges against Mo. reporter

St. Louis Post-Dispatch reporter Josh Renaud will not face criminal charges related to a story he wrote about a Missouri state education agency that was inadvertently exposing the personal information of public-school employees, including Social Security numbers. Cole County Prosecutor Locke Thompson, who was overseeing an investigation, said it was not worth the money or resources to pursue a case against the reporter and his newspaper. Gov. Mike Parson last year had accused Renaud of “hacking” the state government. Benjamin Freed explains at StateScoop.

Former NYC CISO looks back

The last half-decade has been a busy one for cybersecurity policies and practices in New York City. Geoff Brown was the city’s chief information security officer for much of that stretch, including the creation of New York City Cyber Command. The city also adopted a citywide zero-trust security policy and took other steps to secure government networks and citizen services. Brown, who is now an executive at cybersecurity firm Recorded Future, says he’s most proud of bringing talented public servants to the city’s cyber team and retaining those who were already there. Latest ransomware roll call includes San Francisco-area community college

Surveys have shown that ransomware attacks are reported a few times a month by higher education institutions, and even more often by U.S. K-12 school districts. One of the latest was at Ohlone Community College District, which serves about 15,000 students in the Fremont, California, area. The incident shut down phones and emails for 10 days in January and potentially exposed sensitive personal information, the institution reported in a data breach notice. Ohlone’s online student portal and its student information system also were affected. EdScoop’s Emily Bamforth checks in.
